A visa is not required to transit through Papua New Guinea providing that they do not intend to leave the international transit area. If you are transiting from the arrival hall and go straight to departure lounge, you do not pay any fees, but if you leave the terminal then you will be required to pay K100.00.

Passengers coming out of cruise ships must have a seaman pass. If you do not have this pass then you will be required to pay K100.00.

Citizens from all eastern European countries, all South East Asian countries (Bangladesh, Sri Lanka, etc) except for Philippines and Malaysia, all African countries and all Middle East are not allowed to obtain Visas on arrival in Papua New Guinea.
